If you talk to almost anyone in the solar industry, one of the biggest complaints installers have is the inconsistency of permitting regulations throughout the country. Why is it that Germany can (legend has it) have a one-page solar permitting process, but in the United States it’s harder to get a solar project permitted than it is to get your driver’s license?
We talked to Carlos Moreno, general partner of CNG Solar Engineering, a Woodland Hills, Calif.-based company that handles permitting issues for solar installers in five states. He offers his insights into why the permitting system in the United States is a mess — and what steps can be taken to clean it up.
